pcv thread keep leaking

Sounds like the actual threads are not dealing correctly causing the leak. Since you already changed the bulkhead you should probably look into buying a new pvc adapter. Sometimes the actual threads itself are not lined up or have damage to them causing the leak.

I usually let the liquid thread sealant dry for several hours before turning on the pump again since its a pressurized fitting.

Right stuff and it does dry. I didn't say for it to completely dry. It's like using silicone on a fitting and not giving it any time before you start up the pump and you get a leak.
