Need advice regarding overflow

Im new here in the forum. i have 40 breeder with HOB CPR refugium and fluval 406 canister filer with foam / sponges only. i want to install an sump / refugium. i hope you could guide me on how to install it and how to make sure is flood flow safe during power outage. i don't have option drilling the tank. thank you in advance for the advice and help.
