how does this protein skimmer work

just tried to set up precision marine protein skimmer. how high up is water supposed to travel? doesnt water level have to be adjusted upward untill bubbles just dribble over rim into collection cup? does it take a while for bubble level to build?

its the hot1+ skimmer with maxijet 1200

i'm confoosed and baffled.

not to mention that legs on t5 lamp delivered today are about 1/2 inch too wide for my 48 inch tank.
