I'm just guessing but it would depend on the type of refrigerant used and if its a sealed system (i.e. no connectors). assuming its serviceable any good a/c tech should be able to do it.
If it needs to be recharged than there is a leak in the system and needs to be repairedfirst and as for access u may need toinstall a bullet peircing valve. If the compressor doent start u may try replacing the relay overload and capacitor with a 3n1 starting kit
Yea I don't believe there's a leak because chiller was used for about 2 ina half years worked fine jus stopped coolin one day I have been told by other members it should need a charge and it would work again but noone that I know has ever recharged one ill try some ac spots but problem with those places is they mostly work on commercial and residential ac not chillers
All ac and refrigeration equipment is sealed and will only need to be recharge if there is a leak in the system some where. Is it a drop in or inline chiller
