a bag of something ?

this is about an inch long. swings in the current. i can't see anything inside it. sorry the picture is so blurry, it is way back in a cave.
any ideas?

Most likely a member of the Phylum: Porifera (sponge) harmless filter feeder.

Perhaps a tunicate? I doubt a sponge would "swing".
