1. Are we building a calcium reactor (uses compressed air) or a kalk reator (kalk powder stirrer)?

2. Does the height or diameter of the reactor affect the reactors capacity? I have a 75G now but am planning a new 300G that will include the current 75G as it's sump. So I want to build a reactor that can handle a system in the 400 - 500 gallon range (including the capacity of the sump, etc.)

We're building a regular calcium reactor, which uses CO2, not compressed air. Not a kalk reactor.

Yes, the capacity of the reactor is determined to some extent by size. But, you don't have to fill it all the way, nor run as high of a flow through it. Also, you'll learn the techniques to make an adapter for the reactor, so you can increase its size later on, by building an extension riser. In fact, you'll have the templates needed to do it.
