A tall counter current skimmer would be effective and inexpensive to build from pvc. The basic idea is described and illistrated in The Reef Aquarium VOL.1 (Delbeek and Sprung)

I'll be building one myself soon, I estimate it will cost about $40-$45.
6' tall 4" diam.
