I just bought a retro kit for two 96 watt pcs. Does anyone have a decent idea for a DIY reflector?

This will go under my hood and needs to be pretty light.

I was considering aluminum foil, dull side out to diffuse light, wrapped around a stiff cardboard frame.

PC bulb is pretty diffused already, so there is no need to use the dull side, but use the shiny side to get the most out of the bulb. Trust me, you can get foil to be perfectly flat anyway, so it will be diffused somewhat no matter what.

people have used aluminium roof flashing, and then have sanded it to a high shine.
Most places have retro reflectors. I think it's easier and quicker than trying to re-invent the wheel in this case.
