It is too simple to be a practical DIY project. 
It is just a DI filter. The main difference is that they separated the resin into cation and anion for you so that it is easier to recharge. If you are not looking forward to recharge DI resin, just get a regular mix-bed DI cartidge and a filter housing like those used in common prefilters.
