new vho lighting enquiries

i would like to build myself a vho 2 light system and am looking for a less cheaper way to do it. Is there someplace that i can find a ballast, I live on vancouver Island,B.C. I hope someone can help. I only have a 33 gallon tank but i would like some different corrals and maybe a anemone soon. thanks
