Clear Slime??

Not really sure what to make of this. My tank has developed clear slime almost dripping from the top of the water surface. I know the water goes through different cycles as rock, fish, corals etc, are added. Is this a normal occurance?

I've done a 5g water change on Saturday, and skimmed the water surface to remove all clear slime. Since I've fed fish once. ( 3 small fish )
I don't have a protein skimmer as of yet. ( on order )
Water is fairly clear now but oil slick is forming on water surface again.

Without sufficient surface agitation, proteins accumulate on the surface.

the lack of a protein skimmer is the reason. agitating the water surface will help.
