I'm going to say some meber of the family Zoanthidae, probably Zoanthus, but having a bleached or paled coenenchyme.

(I say this only because I couldn't find a Pachyclavularia without a redish-purple mat)

It definitely belongs to the Mussidae family, and is probably, as you suspected, Symphyllia agaricia. I'm waiting on the final word from its owner Morgan Litster of Inland Aquatics. Its blown up appearance is a response to relatively low light conditions. It has expanded to maximize its surface area to collect as many photons as possible..
