Ok this is a good one ,i cant figure this one out for the life of me,why is it when i stick my finger into my sump i get zapped not bad but a little , if i unplug the stealth heater i dont get zapped,so i decided to put the heater in fresh water in a bucket and i dont get zapped, i am using the same socket on my surge protector ,then i put it back in my sump and i got zapped again is the salt water again as a ground or something ?its weird. any input would be great

Sounds like your have stray voltage from a piece of equipment in your tank. It could be another piece of equipment but IMO its most likely the heater. I had a similar problem with my stealth heater and i just tossed it into the garbage. Check everything else that runs on electricity(pumps, heater,lights etc..) My suggestion till u figure it out is to get a grounding probe for your tank. Stray voltage will be harmful to your tank.

Also check the cords of any equipment in that sump. I get shocked almost on a monthly basis and it always seems to be some kind of electrical creep from the cords of either the heaters or the powerheads for the reactors. Why cant someone make a worth while heater that wont crack, leak current or stop working properly after a few months!! It just sucks but usually the shock is the heaters!
