you need to increase the flow within your tank, particularly at the surface to break up that film. the film is organic matter that naturally floats to the surface and needs to be filtered out through your overflow into your sock or skimmer depending on your setup

If you feed really meaty foods or things that are obvious to have a lot of oily buildup, that could be why. Foods like silversides or bloodworms I've seen do leave a very thick layer of "white gunk" I had a freshwater tank where there was no surface flow and I fed them only bloodworms for a period of time. Before I knew it, I had a THICK layer of the film. The gunk had accumulated so much that it clumped into small pieces. I had to use a net to clean it out.

Could be multiple causes, including you.

Are you putting your arm in the tank much?

How does water exit your display? Many tanks have an overflow chamber of sorts that help prevent any kind of buildup like what you're describing.

What sort of filtration do you have, and got any pics of your system?
