both because they overlap but do not replace each other, they are grouped together tho. UV kills bacteria, and algae that floats in the water column, ozone is a highly reactive form of oxygen, that helps remove forms of bacteria and parasites, as well as organic waste from the water. i have a buddy that feeds ozone to his skimmer and it works wonders!

You shouldn't need or want to use UV in your reef tank. It kills bacteria, both beneficial and non beneficial.

The only time you should be using one on a reef tank is to help with a parasite problem like ich. If its a FOWLR then its a different story.

this is true, natural is good/better. my UV is active because of ich. but IMO to help quickly reach the best water qualities this can be very useful. u can get by without those bacterias, the problem is when the equipment fails ur screwed cause the tank will not be able to handle the change. its like allergies, i.e. the lack of exposure to a foreign agent, or what ever. so its a double edged sword....i guess it all depends on whether ur willing to let ur tank sort things out or are u going to intervene to create the perfect environment that couldn't cope with mechanical failures and outside variables. its like the difference between a sheltered child and one that was allowed to do their thing.

Best water quality for what? For a reef system? Or so it looks nice and clean? You can get those in other ways other than a UV which might be causing your reef system harm and the other ways preserve the bacteria needed by the system.

Even if you have ich there are other non UV ways of dealing with it.

I have used both and yes it is true about uv killing also good bacteria I haven't used one in years and I see creatures that never saw before also the ozone keeps your water super crystal but destroys even good element needed for your fish and corals what I do now to keep water clear is good carbon and phosphate remover!! Just need to pay a closer attention to your live stock before adding it your tank!!
