I was looking though a catalog and saw that some UV sterilizers use PC bulbs. I was just wondering if anyone know what the spectral output of these bulbs looked like? Any color temp info? I tried the sterilizer manufacturers websites but they only said "UV bulbs" with no other details...
To answer one of your questions, the 10k bulbs are a crisp white to my eye. The smartlamps will give you a white look with a hit of blue (again, to my eye).

The anenome is going to be the limiting species when it comes to lighting so I'd shoot for at least 6w/gal. I'd place the hood directly on the top of the tank. I'd also use 10k/actinic bulbs with maybe an extra actinic in there (will give a blue/white look).
