Phosban running in a TLF150 reactor requires a flow rate of 20-30 GPH..yep, that's all :)
I wouldn't waste a MJ1200 on it - you could use a MJ400 or one of the Mini-Jets. You do need to take the distance from the pump to the reactor into consideration when you figure out what pump you are going to use.

Definitely put the ball valve before the reactor.
