Ph lvls

My test kit is telling me that nitrate, nitrite, ammonia is all perfect, but ph is coming out at 7.8 and has been there for about 2 weeks is this ok or should it be higher?

I've been getting mixed answers about this, some ppl say it should be at 8.2-8.3, while others say 7.8 is good. Which is it lol, is my tank cycled then?
