I think you may have enough sand in their but what are you trying to achieve? Is this a new refugium setup?

If you do add the sand just stop the flow through the refugium until all the and fines settle the turn the flow back on. It should not be an issue for the critters since they are prone to making new tunnels.

This is no sea monkeys just add water (sand). The process takes time. The crits have to be introduced, the flow must not be too strong, and well you just gotta wait fro them to establish themselves. Best thing you can do is take seed matter from your display (some sand, a few small rocks, algae, shells, etc), or filter pads are even better.
