I am building a new sump for an 80 gallon aquarium. I would like to maximize turnover and so have a big overflow and big pump to return the water to the tank. My biggest concern is what happens if the overflow gets clogged (the stories of snails and such blocking the pipes). Is there a way to get the return pump to shut off once the water level in the sump drops below a certain point? I'd hate to burn out a $150 pump, not to mention the saltwater all over the floor. Thanks for your future comments.

You can use a float switch to shut the pump down if the waterline drops to a critical level. Also, there are some pumps that can run dry for a while without damage like Gorman-Rupp.

You can also cover your overflow pipes with strainers, although you have to keep them clean.
