For your lighting schedule, it really depends on things like when your home in the evening. But as an example, actinic on at 9am and off at 9pm, 10K on at 11am and off at 7pm. That's dawn to dusk w/12 hr lighting schedule.
For my tastes, your fine on rock and sand. When you buy corals, they come attached to rock. So no need to buy more.
As for the corals you can have a beautiful tank with shrooms, rics, softies, zoas and the like. I don't feel that 130w is enough of anenomes, lps, clams or sps. I had the same type of lighting (130w pc's) on my old 29 and just would hate to tell you that you have enough light.
I would also remove one of the clown's and get a mate for the remaining one. They don't need an anenome, they will host in just about anything, once they decide that they want to.
I also had the same sort of bio whell filtration and it ended up being a pain. I removed the bio wheel and filter media and put some rock rubble in it's place.
