I am in the market for a phos reactor and came across this http://www.marinedepot.com/ps_ViewItem~idproduct~VA3311~idCartRow~8902503~isKit~0~tab~0.html at marine depot for 38 plus shipping. But it comes with pump and hose, Is there that much difference compared to the 2 fishes model?

I don't see much of a difference. The one you are showing comes with the pump but you need to buy the media & pay shipping.
The 2 Little Fishies you need to buy the pump seperately, but you can pick it up locally (no shipping) and he is having a combo sale.
