My latest rarity?

I was wondering if anyone has seen anything like this piece. The tips are a super bright neon green. I really had to tone down the exposure to get a detailed pic.

As of now, I only know of 3 others that have this piece and have been able to keep it alive. If you've seen or know of someone who has it, please let me know. I'd greatly appreciate it.
