Far out man. If it was on the sand I'd say it looks like a sea pen - which is actually a Cnidarian.

Coming out of the rock I am going to have to say a worm of some sort, possibly some type of sabellid? Any chance of getting a closer pic?

the best i can get. it never left rock it stays in one place it has a hole down the middle and sucks back in rock some times

We need a better photo to identify it. Please turn the rock over, wait for the animal to appear again, then take a focused photo.

It's probably a tubeworm, but can't yet be confirmed.
