LR in Ga? ??

Hi,
Hope everyone is doing GREAT today. I was wondering first of all if anyone is from GEORGIA here. Secondly, I would like to put some LR in my new tank within the next few months, but would REALLLY like to avoid the high shipping. I'm only looking for about 30lbs, but still.

Anyone know of a shop in GA that has nice LR? N. Ga is even better! (around Atlanta not bad seing as how I'm in Cartersville).

ps... is 4w / gallon about right for lighting?

I actually found a LFS in Rome that I've had success with for quite a while that can order FIJI for a decent price. So that's taken care of... here's the next question: What ratio of live to base rock should I use. I don't want to just cover up my good live rock do I? Doesn't it make sense to use some base rock underneath. If I was planning on 20 LBS total what % would be base and what percent would be live?
