Id Lobster?

I got this inch and half lobster. The colors are fascinating. Any ID on this little one?

Also, it's claws are very tiny. Would it be reef safe for my 28 g nano? FYI, in that nano, I have softies, an acro and pygmy angel, clown, very small damsel and a diamond back goby. I also have cleaner crabs and snails.

Lobsters are not reef safe. They're omnivorous eating machines. They prefer other crustaceans & fish but if their preferred foods aren't around they'll sample everything. A dedicated tank would be best - read this for more info on keeping them http://www.wetwebmedia.com/panulirusart.htm
