Does anyone know what the ratio for sodium bicarb and sodium carbonate should be to achieve optimal buffering capacity?

It may matter short term (PH wise) but long term you can add either to achieve the same results.

Nautilius, you mean, in what pportion u most to mixed to make a buffer?

but u need to bake de bicarbonate, in order to take of all the co2, and can disolved, if you dont disolver quik, thay can finish like a rock

At the Shedd we use 6:1 bicarb to carb in seawater...straight bicarb in fresh.

Carbonate will drive (and buffer) the pH higher. About as high as you're gonna get using straight bicarb is roughly 8.2. You can drive the pH well above 9.0 using carbonate.

Carbonate is often considered a better buffer, but it is also a bit more dangerous to use. The ratios cited above are designed to get the benefits from the carbonate but to minimize the risk.
