You are correct BUT. When water evaporates it does not remove buffers and that is waht your top-off water is for adding water back. Many add Kalk to their top-off water to bring the pH back up from excessive CO2 and that unwanted low pH.
i would think it would maintain the PH as long as its getting air mixed with it.
It will depend on how much CO2 is in that air and how much CO2 is in your tank. Meaning, that air may raise the pH, lower the pH or keep the pH the same.
