There are primers out there like primelock/aqualock that have good adhesion to unsanded pieces. BUT you want to sand whenever you repaint something. Its the right way to do it and will improve your final finish. You will even out any brush strokes or any dings ect from the coat already on it. Also, by sanding you scuff up the existing finish allowing for a better bond between primer/undercoat. You also want to sand again after you prime the cabinet and between any other coats of paint.
