J,
To seal the hole after you've finished drilling you an use a bulkhead fitting found at savko.com. The size of the hole depends on how much flow your looking to get out of it. The typical 1 inch drains you see give you about 600gph and a 1.5inch gives you about 1200 gph.

For a 1 inch bulkhead the hole needs to be about 1.75inches if its sch 40 or 2 inches if its sch 80. The size varies a little by who makes the bulkhead.

Are you going to empty the tank then drill? If you can put the tank on its face and then drill you could build a putty dam and just have the water in it so the bit and glass stays cool. To avoid cracking the tank just dont put any pressure on the glass and let the bit to the drilling for you. Theres a really good thread on this thats step by step somewhere, I'll find it for ya.
