HO not VHO Ballast question

Does anyone know if an HO ballast rated for up to 110 wats per lamp will fire a VHO bulb that is 110 watts and will it fire a 96 watt CF bulb?

IMO- no you can go the other way VHO to HO not enough power to drive it

you can fire the bulb but it will not run at 110 watts, you will only be supplying enuf curent to run it at a level that compares to the same lenght HO bulb (about 70 watts)
