Pond liner is PVC? All silicone pretty will have the same performance, so all aquarium-safe type will be just as good (or rather, just as bad).

There is one that is different. Dow Corning #795 is a silicone adhesive that is about the only one (that I know of anyway) that sticks well to acrylic pretty darn well. Now I know you are not working with acrylic here, but at the same time, some pond liners are made of ABS which contain acrylic.
It is the predominant adhesive used in public aquariums for bonding panels, etc.
Completely reef safe but does have a coupla drawbacks:
Can be difficult to find, go to glazing or roofing supply house to get it.
More expensive at roughly $8/tube
Does take a few days to fully cure, IME about 5 days
Does not come in clear, but many colors incl black, white, brown, gray, etc.
