I have 36 G aquarium that I want to use as a refuge. It was used to housed fish only and while they where there they were treated with a cooper. I know that cooper gets into the sealant and later on will be a cause of all kind of problems.

 But what if I scrape all of the sealant off and apply fresh coat?
Anyone has any thoughts about it?

IMO not necessary.

copper is rapidily bioaccumulated by macro algaes. You should have no problems at all.

Well, actually, macro algae is no help at all for copper contamination.

As for your tank, it will be fine as a hospital tank or a fish only tank but not for anything housing invertebrates. The problem is that the glass will also have a coating of Copper. It is possible to acid wash the inside of the tank with hydrochloric acid but it's probably not worth the effort.
