Wiring VHO lighting

I picked up a used VHO ballast and was hoping someone could help me figure out the wiring. I've currently got it firing one 36" VHO but it should be able to fire them both. I can alternate which bulb is lit but I can get them both at the same time. I'll try and explain how it is currently wired. Through trial and error I found the two hot wires (Yellow and Green) which are each connected to seperate endcaps with another 14g wire connecting the two end caps together. I also found out that with the black and white wires connecting to the other end of the bulb the lights do not fire as bright. I have these connected to seperate endcaps. Then I have a Red wire and an Orange wire connected to the other connection on the end caps. If I remove the orange wire then the bulb with the Red will fire and then if I remove the Red and attach the Orange that one will fire. I cannot get them both to fire. I have a total of six wires. Yellow, Green, Orange, Black, Red, and White. Any ideas?

Guess I should have menitioned that it is a Hamiliton Technologies Ballast.
