Thats a good question. I would think UV first and then skimmer only because of the logistics. The exhust end of the skimmer should not have any restriction on it. I think putting a UV on that side of the skimmer is asking for a flood and may not even work at all.

I would tap the skimmer and UV independently off the return, this way you can control flow to each device as needed or take it off line for cleaning without shutting the system down.

Things that caught my eye that I would change around a little, I do not see a GFI on the power, do you have one installed? The return pump has no unions; you will need to clean the pump at some point and you have no way to remove it from the system. Also on the pump, over the top suction can get scary when the power goes out; I would test power fails a lot because should air get into that line the pump will burn out.
Like Timber mentioned not only does the floor look wet but so does the plywood the tanks sitting on, that system weighs around 2000 pounds and the last thing you want to see is the tank drop ? inch in one corner because the leg cut through damp wood. I would also add some supports to the plumbing, the weight of the plumbing may cause your bulkheads to leak over time….Actually now that I’m looking at the picture it looks like the elbows under the tank on the return are dripping water.

the floor and plywood are damp from doing the job...nothing is leaking at this time...I was planning on installing unions too...just did not get the time yet....i had 2 1800 gallon in sump mag pumps...but someone gave me this pump for free so wanted to see it in action....so far so good...I also had 2 filter socks for the sump return but made it 1 now for less maintenence....i will consider all the great feed back...thanks
