The chaeto in my sump is turning very pale. I recently upgraded to a PAR 38 bulb from a power compact. Is too much light the problem? At roughly the same time, I started using a Phosban reactor. Is it possible that that's sucking up all the phospate and the algae is blanching from that?

I suspect the light, because the center of the ball of chaeto is still pretty dark green.

Anyone else see this before?

IMHO wrong spectrum. Your par bulb probably has royal blue which makes the overall color closer to 10K. I moved cheato from my DT to the fuge and I was that light, almost transparent color that it turned under my LEDs. Now it's dark green under a 5K daylight bulb in the fuge. I am thinking o switching to LEDs down there but I would use no RB. Only neutral white.
