Definitely agree with the powerhead, but my question comes from plumbing functionality. What type of overflow do you have? A picture would be worth a 1000 words. Technically, the water should flow off the surface and a powerhead really shouldn't be needed (other than to increase the surface agitation more than what you've got). Again, a picture would help.

Have you cleaned out the 'teeth' on the overflow? Since those are on the waterline they should really be taking all the surface scum out of the display. If you could remove the elbow on the return you could direct the return flow straight out and it should help to cause the flow to carry the surface oils/scum over the teeth.
