I think powder coating is a little over rated. Its expensive and you cant fix chips that easy.

On my last stand I used Rust-Oleum Professional. After it was all welded up I hit the whole thing with a medium wire wheel then wiped it down with Mineral Spirits. Then I brushed on the primer and while it was still wet I rolled it out with a small diameter foam roller. I then rolled on two coats of the gloss black paint wet sanding with 400 grit sand paper in between coats. On the last coat I sprayed a light mist onto the rolled paint when it was still tacky to give it a smooth finish.

If you can get it for a good deal I don't see why not, it will save a lot of work. Prep is everything though. The entire stand should be sandblasted and wiped down thoroughly to remove any oils. They also make a powder coating primer you can bake on te steel before you add the color.
