please don't take what i said previously defensively. I would love for your problem to become history. You have a few areas you need to work on and i would not put your cloudiness as just a bacteria problem. Your tank has been up since october. I would keep up with

20% water changes
get 2 phosban reactors one for carbon and one for phosban
Please get the appropriate skimmer for that tank
get the fuge up and running
and get rid of at least 2 tangs

after that you should be on easy street ;)

Unless there is something in there decaying rapidly, I can't imagine where else the cloudiness is coming from other than a bacterial bloom. Your sand looks very new and fine grained. Are there any new fish or critters that are significantly stirring your sanded and clouding up your water, or maybe you changed the water flow pattern and are stirring up the sand?

Also is the chemo-pue in a reactor or filter or just sitting in the sump?

Chemi-pure is a fine filtration media, but I don't think it will help remove fine particles or flocculants in the water column as well as carbon will especially when used passively like you are using it. If you have a small reactor or canister filter, I'd add some carbon and see how it goes. The only risk from a bacterial bloom is decreased oxygen levels so maybe increase surface agitation a bit and monitor your fish's respiration.

da2145r you had great advice from great reefers on the site. You have to start narrowing down your problem by eliminating them from the suggestions that where posted and go from there. Why don't you take care of the problems you have with the suggestions given and give it a few weeks and then post your outcome ;)

Bacterial blooms are normal, especially with a new tank. Don't stress to much. The cloudiness will go away. Once the bacteria population reaches a maximum, it will crash out and your water will be clear again. At this point its only aesthetic so be patient.
