My girlfriend is a flight attandent and as far as I know you are not bringing a fish on plane...not because it's a fish but because of the amount of water needed to keep the fish alive....you could put them in the check baggage. I assume if he packs them in his check bags the same way vendors pack fish for over night shipmemt he should be good...

I've read something previously that they have to be in certain containers, clear of course so that they can see that the fish is still alive and such, but that it can vary from each airline carrier if it is permissible. I'd say check witht the airline directly and also FIsh and Game to make sure that they can be cleared.

Kind of an older article but still relatlively informative.

Tell the fish store you plan to buy from to box your fish up for shipping, they alway have a few used spare fish boxes around. When you check this box in at the airline counter, don't tell them it's live fish. They tend to refuse accepting live fish as check luggage. Good luck as I always have some sort of issue checking in big boxes of fish and coral, small bag/box in my suite case is never a problem.
