Kinda looks like a French angel (Pomacanthus paru) in it's juvenile stage.

It's a Gray Angel in the sub-adult stage. At this point you can tell the difference between it and a French Angel as the French would already start to get the yellow checker pattern on the body. From the picture you can see that this fish isn't going to have the yellow checker pattern but darker checker pattern of the Gray Angel.

The difference between small Juv of the French and Gray, when you don't see any checker yellow on the board, is in the marketing on the blue marketings on the lower fins and the tail shape is usually different. French usually have a yellow boarder around the tail which the Gray doesn't have.
