best low-flow pump?

I have some situations in which I'm trying to pump a very low volume of water out of a sump. The smallest submersible pumps can't make the 4 feet, but the ones that can make too much flow. When I use their own flow adjustments or put a ball valve above them they start making a very loud rattling. Any suggestions? I've tried 4 small powerheads, different brands and sizes, all the same. I may try the smallest Eheim, but its kinda pricey. Thanx

I use a old Ehiem canister filter as a pump for my sump. I just take out everything out of the cannister. I bought mine used at a LFS for $25. Sometimes you can get some good deals on used equipment from them.
