Can 1 400w advance ballast run 2 175 bulbs?

1 400w ballast could or I say should not even be used to run 1 175w lamp.. sorry.. doesn't work that way.

Pumping higher voltages into lower rated equipment will cause your equipment to work overtime if it works at all. The life of your bulbs would be short enough to exceed the yearly cost of buying the proper ballast by anywhere from 200-400%. Why bother trying?

I didn't try it...it was a hypothetical question. I'm not an electrition, so I'm entitled to ask off the wall stuff.
