dosing kalkwasser

Iv'e just started dosing kalk to my 120 gallon tank. I have read everywher that it is best to dose at night or early in the morning when the ph is at its lowest. I was wondering if it would be o.k. to dose during the day if the ph in my tank is low. Also, my alkalinity is at about 4 meg/l. Is this normal when my ph is only 7.9? I am dosing at about 1 drip per three seconds. Is this about the right drip rate. Or should I drip faster or slower? Any info on this topic will be greatly appreciated.
