10 ppm isn't high--reefers used to typically operate with 2 or 3 times as much as that. Besides, it's arguable as to whether or not nitrate is even remotely toxic.
I agree - 10 PPM is fine and not toxic. Ideally you want trace nitrate i.e. 0.5-1 ppm, however few can manage that.
Toxicity of Nitrate has been shown to some extent. The coral Pocillopora damicornis has shown reduced planulae reproduction when Nitrate levels were over 20-30 ppm and altogether stopped at anything over 30 ppm. Thus it is most definitely a stressor IMO. However levels upwards of 100 ppm are usually tolerated by fish but this will usually yield excessive algae growth.
