i found the other day getting pluming stuff. that home depot has philips (f40t12/dx) 6500k 40w bulbs for $5.97 a pair named daylight deluxe so i got some and put them with the philips (tl 40w/03 rs) actinics 3 of ea. for a total of 240w they look good, kinda ice blue arctic color not bad for $47.94 and some free standard ballasts from dad.

Indeed, they do have some affordable lighting options if you're the least bit handy. their flourescent bulbs and fixtures are very affordable compared to specialty reef-items. In fact, my first refugium light, was a 150-watt outdoor floodlamp I pointed down at the tank. Worked great!
