Do not do this under any circumstance. It will not only fail to light properly, but may be a potential fire hazzard. A 175W bulb is designed for less then half the amperage of a 400W bulb.

Thanks,
Because I am waiting for My 400w bulb and I have a 175 Blueline that I was going to put in there until my 400 comes. I am glad I asked the question before I did it.

PS.- Not to contridict, but are you sure it wont work? :(

No it will not work! But if you don't mind fires and shattered glass in your aquarium, go ahead and try it. Post the results here with pictures. :P

Nope, it won't work. Many of the internal part specifications for bulbs are designed to handle the heat and conductance of a particular wattage rating: too little power and it will not fire up; too much power and it may burn or explode.

hi.
The 400W bulb won't light up if you drive it with the 175W ballast. I am sure people in ANSI (MH specification organization) will love to hear from you guys who want to do these experiments....
