Looks like a chimera, or maybe a sturgeon relative of some kind. It looks like it has a heteroceral tail, which teleosts don't have. The mouth looks just like a sturgeon's too.

I thought sturgeons had armored-looking scales? This fellow looks scale-challenged.

Sturgeons only have "scales" in a very small area near the base of their tail. They have bony plates along their back, and a bony head. Otherwise they are cartilaginous. Sort of a mix between shark and bony fish.

Chimerans, which I think this fish is one of, are in the Order Chondrichthyes along with sharks. They are commonly called 'ratfish'.
