I have a 10 gallon reef tank on my desk at work. It has one blue Damsel in it and I want to know how to pair it up with another blue Damsel. I have heard that they are alot like ciclids in this respect. What tips can you offer? I just think it would be cool and best of all cheap!

Your best bet for keeping a pair of damsels in a 10 gallon is a pair of Chyrsiptera parasema, AFAIK the only commonly available damsel that will tolerate another damsel in that size tank, and stay small enough.

If it were me, I'd get a pair of occelaris for a tank that size. Still cheap.
