Is a Blue Linckia harder to keep than a red/orange Linckia?

Also I have a 60 gallon tank with 83 lbs of LR. A flame angle, royal gramma, two clowns and a small watchman goby (who I never see).

I also have 3 blood shrimp, a red/orange linckia, and two feather dusters.

By adding another starfish and feather duster and some polyps am I risking overload?

Also one feather duster has not come out in over a week! Not sure if it is dead! Do they dissapear for a while?

Nope.

The feather duster and polyps won't add to the the bioload much, though another starfish in a 60 gal may have a hard time competing for food unless target fed.

They will lose their crowns and grow them back, yes.

I'm not sure about the blue being harder than red/orange but 2 in a 60 gal is probably ok and the addition of feather dusters and corals are ok as well. Your other feather duster could have lost its feathers due to some stress and or water chemistry problem, or it could be redirecting its tube somewhere else. one of mine closed its tube on top of a rock and created one coming from the bottom of the rock and now comes out there.

IMO there is almost zero chance for two Linckia to survive in a 60 gallon tank.

I have to agree with Guy...I respectfully think that's one too many.

I have a blue Linckia in my 30 with around 30 lbs of LR...its surviving, but not thriving, it hasn't grown in the few months I have had it. So I concur, having two with that amount of live rock could end up in death for either one.
